Regional Stakeholder Group

The Balanced Seas Regional Stakeholder Group (RSG) was set up in April 2010, and provides wide representation of stakeholder interests in the project area. The RSG is a multi-interest working group of about 30 people and meets at regular intervals to develop the MCZ recommendations in accordance with the project aims and the nationally-produced Ecological Network Guidance.

Roles and responsibilities of the RSG

The RSG is responsible for:
  • working through the issues and options associated with identifying potential MCZs
  • communicating with the Local Groups(hyperlink to LG page)
  • developing recommendations.

RSG meetings will be determined by a timetable that has been developed nationally to ensure harmonisation across the four Regional Projects.

The Balanced Seas project team will provide technical and administrative support to the RSG.  In addition to this, the project team and 3KQ, the independent facilitators, will make sure that all group members have equal opportunity to voice their views during the process. Members of the RSG will be expected to liaise with their constituencies and participate actively in the process.

The members of the RSG are individuals who can:
  • represent the interests of their sector/organisation (constituency)
  • contribute to the work of the group in regular meetings (and between meetings from time to time)
  • work in a co-operative spirit, whilst respecting that a diversity of views may exist
  • keep their constituency regularly updated and act as a conduit for information flowing both ways
  • take a strategic, regional perspective

Named Consultative Stakeholders

Named Consultative Stakeholder (NCS) status has been set up to allow regional or national stakeholders who may not be able to resource attendance at RSG meetings to play a less intensive role in the recommendation-forming process. At key stages they will be asked for their views on the work underway and their comments will be recorded and fed into the planning process. NCSs will have a less direct role in the decision-making but will have a formalised status, and are acknowledged to be within the core set of maritime stakeholders. They will be able to provide information to the RSG in relation to their specialised knowledge and comment on emerging work.
